Automating Grant Milestone Verification: Bridging GitHub Commit Provenance with On-Chain Execution

How to replace manual foundation spreadsheets with automated CI attestations, JSON-RPC deployment checks, and milestone escrow contracts.

Executive Summary & Key Findings
  • Grant foundations spend hundreds of hours manually verifying whether grantees actually delivered open-source code or deployed contracts, creating massive operational bottlenecks.
  • Traditional metrics like commit counts or closed issues are trivial to game with automated scripts. True verification requires cryptographic commit provenance and SLSA build attestations via Sigstore.
  • A production grant pipeline connects off-chain GitHub Checks API results with on-chain JSON-RPC deployment receipts, verifying bytecode against expected compilation artifacts.
  • Milestone Escrow smart contracts automate funding releases once cryptographic attestations are verified, eliminating manual spreadsheet accounting while keeping final dispute authority with the grant committee.

Web3 ecosystem foundations and DAOs disburse tens of millions of dollars every year in developer grants. Yet behind the impressive headline numbers, the operational machinery is shockingly manual. Program leads manage grantee pipelines across fragmented Google Sheets, chasing developers on Telegram to find out whether Milestone 2 was actually completed.

A grantee submits a PR link and a transaction hash. A foundation manager then has to manually clone the repository, check if the unit tests pass, verify that the deployed contract address on Arbitrum or Base is genuine, and request approval from the grant council. The review process takes three weeks, delaying grantee momentum and draining foundation resources.

The Grant Verification Bottleneck

The core challenge of grant management is separating objective technical milestones from subjective product evaluations. Foundations often mix the two together, bogging down their entire engineering committee with administrative verification checks that software can perform in seconds.

Did the grantee merge the code to the main branch? Did their test suite pass in CI with zero errors? Was the release tag signed by an authorized contributor? Did the deployment transaction execute on Base mainnet and initialize the contract? These are objective, binary facts. They do not require a committee meeting.

Why Commit Counts Lie: Cryptographic Provenance

When foundations attempt lightweight automation, they often look at GitHub commit activity or lines of code. This is an invitation for gaming. A grantee can easily generate forty hollow commits using a bash script or paste thousands of lines of copied library code to give the illusion of progress.

Real technical verification relies on cryptographic provenance. By using modern GitHub Artifact Attestations backed by Sigstore, grantees can generate tamper-proof SLSA (Supply-chain Levels for Software Artifacts) statements directly within their GitHub Actions workflow.

        uses: actions/attest-build-provenance@v1
        with:
          subject-path: 'dist/milestone-build.tar.gz'

This workflow produces a cryptographic certificate logged on a public transparency log. It proves conclusively that the specific release artifact was built from the exact repository and commit SHA, and that the automated test suite passed successfully.

The Dual Verification Pipeline

An automated milestone auditor operates across two distinct environments: the code repository and the blockchain.

  • Phase 1 (GitHub Checks API): The auditor verifies that all required PRs are merged into the default branch, the commit has a verified GPG/SSH signature from a registered team member, and CI tests pass.
  • Phase 2 (JSON-RPC Inspection): The auditor queries the target network's RPC. It inspects the contract deployment transaction receipt, verifies the deployer address against the grant registration, and checks that expected initialization events were emitted.
  • Phase 3 (Bytecode Verification): The auditor verifies that the on-chain deployed bytecode matches the compiled artifact produced in the attested build pipeline.

The Milestone Escrow Smart Contract

Once objective verification succeeds, how should payment occur? Instead of requiring manual multisig execution for every milestone tranche, foundations can deploy a Milestone Escrow contract.

        completedMilestones++;

        (bool success, ) = grantee.call{value: payoutPerMilestone}("");
        require(success, "Payout transfer failed");

        emit MilestoneUnlocked(milestoneId, gitCommitHash, payoutPerMilestone);
    }
}

Keeping Human Governance in the Loop

Automating objective checks does not mean removing human judgment. Subjective evaluations, such as assessing whether an interface is intuitive or whether an application has real market traction, still belong to foundation reviewers.

The auditor service generates a clean review packet. When an objective milestone passes, the reviewer receives a single link containing the verified GitHub attestation, test coverage report, on-chain contract link, and execution trace. The reviewer can approve the milestone with a single click, or flag the submission for human discussion if qualitative criteria are not met.

The Future of Grant Operations

As Web3 ecosystems grow, grant programs cannot scale if they rely on manual spreadsheet audits and fragmented Telegram chats. By bridging GitHub cryptographic attestations with on-chain smart accounts, foundations can automate operational overhead, protect ecosystem capital, and get funds into the hands of real builders faster.
